"FOIA Layered Redaction File"

Layered Redaction File examines how truth is controlled not only through censorship, but through procedures of access, handling, and record-keeping.
The project is based on one page from the Committee Study of the CIA’s Detention and Interrogation Program (2014), commonly known as the CIA Torture Report, released to the public through the Freedom of Information Act (FOIA).
Rather than treating the document as neutral evidence, this work approaches it as an operational object — something that must be handled, tracked, and managed. The selected page is separated into ten transparent layers.
The presentation extends beyond the document itself. The file is placed inside a labelled folder marked with status and access conditions. Gloves are provided and required. An access log records names and times of handling.
